While meeting with the media on Tuesday at Big 12 Media Days, the league's coordinator of football officials, Greg Burks, explained that players who invert Texas' hand signal in a manner that is not deemed to be directed at Longhorns' players, there should be no flag.
"Like any play, there is a degree ... who it's directed at," Burks said. "If they do it in their bench area, we're not going to look at it. It would be like any other celebration foul, so it has to be like any other foul we have. Does it rise to the level we need to deal with that? It's a hot topic."

Is that vague? You bet. But the fact that Burks was forced to issue a statement on it to begin with is, after all, a little ridiculous.
Burks says that, in reality, the hand signal should be treated just like any other means of showmanship on the field.
"I know people want us to be definitive on that, but it's like any touchdown celebration," he said. "Is it directed at an opponent or just celebration with your teammates?"
In other words, the penalty that David Sills V drew during West Virginia's victory over Texas in Austin shouldn't have been a flag then—and, we can assume, won't be a flag moving forward.

That being said, Will Grier's 'horns down' at the culmination of the same game is something fans should expect to draw laundry this season.

Worth it.
"When we have discussed it, by rule, anything that's prolonged to bring attention to the individual rather than the team is a foul," Burks said. "My advice is if you want to do that, do it back in your bench area. Do it back with teammates. Get away from where you are an individual drawing attention to yourself."
